Garrett provides solutions to clients facing complex regulatory, litigation, and enforcement challenges. He also leverages his experience, having served in each branch of the federal government, to advocate for clients on key issues before Congress, the White House, and federal agencies.

• Provided solutions to clients on regulatory, litigation, and enforcement matters.
• Represented oil and gas companies in major rulemakings on the Clean Air Act at U.S. EPA.
• Represented automobile manufacturers and agricultural technology companies in response to enforcement actions brought by EPA and the U.S. DOJ under the CAA, Resource Conservation and Recovery Act, and the Comprehensive Environmental Response, Compensation, and Liability Act.
• Represented an agricultural technology company in data compensation claims under the Federal Insecticide, Fungicide, and Rodenticide Act.

• Drafted legislation for electric utilities and manufacturing companies on topics such as climate change, wildfires, and Carbon Capture, Utilization and Storage.
• Built and advanced coalitions to advocate for clients before Congress and the White House.

• Represented clients in response to investigations by Congress and DOJ.

• E. Randolph Williams Pro Bono Award: Representation of Vietnam War Veterans in their effort to obtain a Congressional Gold Medal (2024).
• Pro Bono Spotlight: Negotiated a consent order with a State’s Department of Environmental Protection on behalf of a pro bono client for alleged violations of the State’s Safe Drinking Water Act and implementation regulations (2023).
