Overview

Andrea advises energy sector clients on regulatory matters and the design and operation of wholesale electricity markets. She represents utilities in filings and hearings before state utility commissions and in connection with complex regulatory litigation. Andrea has also counseled clients in connection with complex antitrust litigation across a diverse range of industries.

Experience

  • Represent electric utilities in complex regulatory litigation, including proceedings involving rider cost recovery, obtaining certificates of public convenience and necessity, financing applications, affiliates act approvals and approvals for the transfer of utility assets.
  • Represent clients in all aspects of utility commission proceedings, including preparing applications and petitions, drafting witness testimony and witness hearing preparation, responding to discovery requests and discovery management, drafting legal briefs and memoranda and representing clients in public hearings.
  • Represent natural gas local distribution companies in securing regulatory approvals for affiliate arrangements, financing applications, SAVE Act approvals and amendments, rider cost recovery, and pipeline service agreements and amendments.
  • Represent utility clients on emerging issues in the energy industry, including grid modernization, integrated distribution planning and energy storage technologies.
  • Assisted in drafting key legislation aimed at grid transformation, deployment of broadband capacity to underserved areas in Virginia, and energy storage pilot programs.
  • Represented clients before US and foreign government agencies on antitrust and competition issues along with litigation management procedures.
